About this opportunity
The City of Scranton is soliciting sealed bids for the Minooka Stormwater Improvements Project through an online e-Procurement Portal, with bids due on October 23, 2025, at 10:00 am. The project involves comprehensive stormwater infrastructure upgrades across multiple locations in Lackawanna County, specifically targeting Kane Street, Hamm Court, Winfield Avenue, and Colliery Avenue. Deliverables include installing new reinforced concrete and smooth-lined corrugated polypropylene pipes ranging from 18" to 36" in diameter, constructing inlet boxes and manholes, performing pavement work, and completing restoration activities. Bidders must register on the City's e-Procurement Portal and follow the specific project to receive addenda notifications and submit bid documents. A non-mandatory pre-proposal meeting is scheduled for October 8, 2025, at 11:00 am at the intersection of Kane Street and Winfield Avenue. All communications and technical questions must be submitted through the portal's Q&A feature before the deadline, and bid documents must be uploaded prior to the submission time. Potential contractors will be evaluated based on their ability to complete the detailed line-item specifications outlined in the project manual.
The project is funded through the American Rescue Plan Act (ARPA), which may influence participation requirements and compliance standards. While no specific set-aside designations were explicitly mentioned, contractors must comply with federal regulations including Davis-Bacon Act wage requirements, Buy USA provisions, and clean air/water pollution control standards. Bidders are required to submit comprehensive documentation including insurance certificates, affirmative action certifications, and non-collusion affidavits. The project involves a certification regarding lobbying, with potential legal and financial consequences for non-compliance. Though no specific budget range was provided, the detailed bid form includes unit pricing for various infrastructure components, suggesting a substantial municipal investment. The contract will remain in effect until the satisfactory completion of the project, with payment based on actual quantities of work performed. Contractors should be prepared to demonstrate expertise in urban stormwater infrastructure improvements and compliance with complex federal funding requirements.
