About this opportunity

The City of Beaumont, Texas is requesting sealed bids for the Minglewood Waterline Replacement Project (Bid No. WU0126-13), with bids due October 1, 2026 by 2:00 p.m. (CT) and a mandatory pre-bid conference on September 23 at 1:30 p.m. (CT). The City's Local Bidder Preference Policy applies — local businesses whose bids fall within 5 percent of the lowest non-local bid may receive consideration upon submission of a Local Bidder Consideration Claim Form.

The scope spans approximately 21,593 linear feet of water line replacement across multiple sizes (3-inch, 6-inch, 8-inch, and 12-inch), installation of 56 gate valves, 22 fire hydrant assemblies, 3 flush-out hydrants, and 320 water service connections. Work also includes connections to existing water lines, removal and replacement of pavement (concrete and asphalt), abandonment of approximately 11,070 linear feet of existing 6–8 inch water lines and 60 existing valves by cutting, capping, and filling or capping and abandoning in place, and traffic control for all construction activities. The contract term is 400 calendar days.

The City's Engineer's estimate is $3.5 million. Bid security of not less than 5 percent of the largest possible bid amount is required in the form of certified check, cashier's check, or irrevocable letter of credit. The award will be made to the lowest responsible, responsive bidder whose bid complies with all requirements, though the City reserves the right to reject any or all bids or base award on best-value considerations.

Prevailing wage rates for Highway-Heavy, Municipal, and Utilities work in Jefferson County apply. Required insurance includes workers' compensation (statutory), commercial general liability ($1 million each occurrence), comprehensive automobile liability ($300,000 per person), and Owner's Protective Liability Insurance naming the City as additional insured. The City Charter provision giving preference to Beaumont citizens in employment applies. The awarded contractor must execute the agreement within 14 calendar days of notification and utilize Projectmates software for all administrative functions throughout the project. Attendance at the pre-bid meeting is a prerequisite to bidding; both in-person and virtual options are available at 1350 Langham Road, Beaumont, Texas. Bids must be submitted electronically through the City's e-bids platform.
