About this opportunity
The Idaho Department of Lands (IDL) is requesting Statements of Qualifications for Mine Reclamation Plan Technical Review Services under RFQU 1264, with the question deadline of October 21, 2026 and SOQ closing date November 9, 2026. This is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with no guaranteed minimum or maximum amounts; work is assigned on an as-needed basis through task orders with not-to-exceed payment amounts specified per project.
Minimum qualifications require five years of experience (with three years within the past five consecutive years) in mine reclamation and closure planning, reviewing reclamation cost estimates and financial assurance, Standard Reclamation Cost Estimator (SRCE) Version 2.0 or comparable cost-estimation methods, and providing objective technical analysis. Assigned staff must include at least one Certified Professional Geologist and one Certified Professional Engineer. Contractors must maintain professional liability insurance with a combined single limit of $1 million per occurrence and $2 million aggregate, plus workers compensation insurance.
The scope encompasses technical review and advisory support for reclamation plans, cyanidation facility permanent closure plans, and reclamation cost estimates under the Idaho Mined Land Reclamation Act (Title 47, Chapter 15, Idaho Code) and IDAPA 20.03.02. Deliverables include identifying inconsistencies and unsupported assumptions in SRCE submissions, participating in technical meetings, preparing technical memoranda, and reviewing NEPA-related documents including Environmental Impact Statements and Environmental Assessments.
The initial contract term is one year with options to renew for four additional one-year periods, for a total anticipated five-year term. IDL anticipates awarding a minimum of two contractors to establish a ranked list. Evaluation is anticipated between November 10–25, 2026, with intent to award by November 30, 2026. Submission is mandatory through the State's IPRO POWERED BY LUMA eProcurement system with an electronic cost entry of $0.01. Costs are negotiated with the apparent successful offeror(s) and are not evaluated during the SOQ process.
