The New Mexico Public Education Department is procuring ST Math software licenses, instructional content, implementation services, and professional learning opportunities from MIND Education under a sole source justification, with proposals due September 18, 2026. MIND Education is the sole creator and authorized provider of ST Math and the only source authorized to license the software, its proprietary instructional content, associated implementation services, and ST Math-specific professional learning — a decision-flipping sole source restriction that precludes competitive bidding.

The scope encompasses web-based instructional software platform access, proprietary instructional content, implementation services to deploy the platform in New Mexico schools, and professional development training specific to ST Math methodology and functionality. The sole source determination rests on MIND Education's exclusive intellectual property rights and authorization to provide ST Math licenses and related services, with no competitive alternatives available in the marketplace.

The procurement is structured as non-competitive acquisition, streamlining the approval process while ensuring access to the specified instructional platform and associated professional development services required for implementation. No contract value, term length, or place of performance is specified in the source materials.
