Bidders must hold a North Carolina general contractor license under General Statutes Chapter 87 for non-federal-aid bids of $40,000 or more. No MBE/WBE goal applies, though contractors must report any MBE and WBE participation achieved during execution. The project is state-funded.

The project covers 9.259 miles. Major items are asphalt concrete surface courses (Types S9.5B and S9.5C) and existing pavement patching. Liquidated damages are $1,600 per calendar day for missing the completion date and $250 per hour for intermediate traffic control work. Fuel and asphalt binder price adjustments apply to eligible asphalt items, using a base index of $5.0299 per gallon for Diesel #2 and $752.50 per ton for asphalt binder.

The contract becomes available December 7, 2026, with completion due June 9, 2028. Electronic bids are submitted through Bid Express. Questions go to Jeffrey E. Alspaugh at d14contracts@ncdot.gov no later than seven calendar days before bid opening.
