About this opportunity

Jefferson County Department of Public Works is requesting qualifications from consulting engineering firms to provide preliminary plans, final construction plans, technical specifications, and construction cost estimation for the Miller Road Pedestrian Improvement Project spanning 1.0 mile along Miller Road from Old Lemay Ferry Road to Elm Drive, with Letters of Interest due September 25, 2026 at 4:00 p.m.

Applicants must submit a Statement of Qualification compliant with Missouri Statutes RSMo 8.285-8.291, an Affidavit of Compliance with the federal work authorization program, and a copy of the company's E-Verify Memorandum of Understanding. The RFQ requires compliance with 23 CFR 172 regarding engineering and design-related service contracts.

Scope includes right-of-way and easement plats, field surveys, and may encompass archaeological or environmental studies and geotechnical investigations. Limited construction engineering services — right-of-way staking, shop drawing reviews, and contractor coordination — are also in scope. Letters of Interest are limited to four pages and five copies are required; no project briefing meetings will be granted during the RFQ process.

The estimated construction cost for the project is $2.5 million, with funding provided through the Transportation Alternatives Program grant. Consultant selection is based on a 100-point evaluation system: experience and technical competence of the project team (30 points), capacity and capability of the firm to complete the project (30 points), and past record of performance on similar projects including scope adherence, schedule compliance, cost estimation accuracy, and client references (40 points). The RFQ references the Brooks Act for consultant selection criteria.

Submissions should be directed to Kurt Wengert, PE, Technical Division Manager, Jefferson County Department of Public Works, PO Box 100, Hillsboro, Missouri 63050, or delivered physically to 725 Maple Street, Room 104.
