About this opportunity

The Nebraska Department of Transportation is requesting bids on asphalt milling, resurfacing, and bridge/culvert work across approximately 8.1 miles of US-183 in Buffalo and Custer Counties (Control Number 42899, Project Number STP-183-2(112)), with bids due August 27, 2026 at 1:30 p.m. at the NDOT Central Office Building in Lincoln or electronically via www.bidx.com. No DBE goal applies to this contract.

Bidders must hold prequalification in Classes 9 and 10 (Bituminous and General work) and submit combined bids covering three related call orders (405, 410, and 415), though separate contracts will be awarded for each call order. The scope encompasses asphalt milling and resurfacing of roadway and surfaced shoulders, guardrail replacement, culvert work, and repairs on five structures including the Wood River bridge, South Loup River bridge, Otter Creek culvert, and two additional unnamed stream structures. Work is located in Armada and Harrison Townships extending from the Miller corporate limits north to the Buffalo/Custer county line. The contract is federally funded through the Federal-Aid Highway Program and requires compliance with Davis-Bacon wage determinations and FHWA Form 1273 provisions. Environmental commitments include U.S. Army Corps of Engineers Nationwide Permit 3 compliance for wetland work, threatened and endangered species protections (piping plover and whooping crane surveys), and a Stormwater Pollution Prevention Plan covering 42 acres of soil disturbance. Right-of-way has been acquired; utility conflicts with Frontier Communications are scheduled for resolution prior to the tentative construction start of April 5, 2027. The contract carries a 120 working day completion period. Bid bonds are required, and prequalification statements must be submitted at least five calendar days before the letting. Bidders must demonstrate financial capacity and equipment adequacy through prequalification.
