About this opportunity

Palm Beach County is requesting sealed bids for the Military Trail & Golf Road Intersection Improvements Project (Project No. 2021103), with bids due September 1, 2026 at 2:00 p.m., and a non-mandatory pre-bid meeting scheduled for August 13, 2026 at 2:00 p.m. at the Palm Beach County Engineering and Public Works Department, 2300 North Jog Road, West Palm Beach, Florida (Webex option available). A mandatory 10% Small Business Enterprise (SBE) subcontracting participation goal applies; bidders must submit OSBD Schedules 1 and 2 documenting SBE participation or provide good faith effort documentation for any waiver request by the bid due date.

The scope encompasses roadway milling, resurfacing, widening, curb and gutter installation, drainage structure adjustments, and traffic control work across approximately 1,697 linear feet (0.321 miles) on Military Trail and Golf Road. Work includes regular excavation (1,025 cubic yards), asphalt milling (7,453 square yards), superpave asphalt concrete placement (147 tons), asphalt friction course (510 tons), drainage inlets, thermoplastic and preformed pavement markings, raised pavement markers, and ground sign assemblies. Contractors must comply with FDOT Standard Specifications for Road and Bridge Construction FY 2024-25, the Manual on Uniform Traffic Control Devices, Palm Beach County standards, and Florida Statute 556.105 for underground gas pipeline protection. Utility coordination is required with AT&T, FPL, Comcast, Hotwire Communications, City of Boynton Beach, Crown Castle, and Village of Golf. Professional surveying is required for monument protection and reset operations.

Bidders must submit a Qualifications and Experience Package demonstrating two similar projects completed within the last five years (at least one under the bidder's current firm name), resumes for superintendent-level and above staff, a schedule of owned equipment or rental agreements, and certifications. Active Florida business licensure and a bid bond are required unless the bidder qualifies for the Bond Waiver Program (contracts $50,000 to $200,000). Incentive provisions include up to $100,000 reimbursement for 20% apprentice wage participation (minimum $25,000 expenditure) and up to $100,000 reimbursement (30% of new employee wages) for hiring Glades residents. Contract documents are available for download on the Palm Beach County Vendor Self Service Portal or in hard copy for a $50 non-refundable fee. RFI submissions are directed to ENG-RoadwayBids@PBC.GOV with subject line "RFI:". Addendum 1 has been issued; bidders must acknowledge receipt as part of proposal submission.
