About this opportunity

Palm Beach County Engineering and Public Works Department is soliciting sealed bids for construction of the Military Trail & Golf Road Intersection Improvement Project (Project No. 2021103), with bids due September 1, 2026 at 2:00 p.m. The procurement includes a 10% Small Business Enterprise (SBE) subcontracting participation goal; bidders unable to meet this threshold must submit waiver requests with Good Faith Efforts documentation by the bid due date.

The scope encompasses milling and resurfacing of both roadways across approximately 1,697 linear feet (0.321 miles), with construction beginning at Station 52+52.82 on Military Trail and ending at Station 110+90.09 on Golf Road. Work includes mobilization, maintenance of traffic, inlet protection, clearing and grubbing, excavation, embankment compaction, base preparation, asphalt milling, asphalt concrete paving, signing and pavement marking (including ground sign assemblies, raised pavement markers, and over 2,200 linear feet of thermoplastic markings), drainage modifications, and curb and gutter installation. The project must comply with Florida Department of Transportation (FDOT) standards, Manual of Uniform Traffic Control Devices (MUTCD) requirements, and current NPDES water quality standards. Utility coordination with AT&T, FPL, Comcast, City of Boynton Beach, Crown Castle, and Hotwire Communications is required; the contractor must verify all utility locations prior to construction commencement and comply with Florida Statute 556.105 for underground gas pipeline protection.

Bidders must submit a Qualifications and Experience Package demonstrating two similar projects completed within the last five years (at least one under the bidder's firm name) and resumes of key staff at superintendent level or above. The contractor must perform a minimum of 40% of the total contract amount with its own organization. A non-mandatory pre-bid meeting is scheduled for August 13, 2026 at 2:00 p.m., with a Webex option available. Contract documents are available for download from the Palm Beach County Advantage4 portal or as hard copies for a $50 non-refundable fee. Requests for Information must be submitted at least five working days prior to bid opening via email to ENG-RoadwayBids@pbc.gov. A 10% bid bond is required for bids $200,000 and above; bids between $50,000 and $200,000 may be bonded or signed affidavit, with bond waiver available through the Bond Waiver Program. The contract is awarded to the lowest responsive and responsible bidder following Board of County Commissioners approval. Incentive payments are available for contractors meeting apprentice wage expenditure thresholds (up to $100,000 reimbursement) and for hiring Glades area residents (30% of wages up to $100,000 reimbursement). All subcontractors must be registered in the County's Vendor Self Service (VSS) prior to contract award and comply with E-Verify, Commercial Non-Discrimination, and Local Government Prompt Payment Act requirements.
