About this opportunity
The Maryland Environmental Service (MES) is seeking competitive sealed bids for a recyclable materials transportation contract covering the Midshore I and Midshore II Regional Solid Waste Facilities located in Easton and Ridgely, Maryland, respectively. The primary objective is to transport mixed metal and mixed plastic recyclables to three designated recycling facilities: Penn Waste Recycling Facility in York, PA, WM Material Recycling Facility in Elkridge, MD, and Delaware Recycling Facility in New Castle, DE. Electronic bids must be submitted exclusively through the MES Procurement Portal (https://menv.bonfirehub.com/) by December 18, 2025, with no alternative submission methods accepted. Bidders are required to complete all requested information on the portal before the deadline, and late submissions will not be considered. The procurement process mandates that any conditional bids will be deemed non-responsive and automatically disqualified under COMAR 21.05.02.22. Bid openings will occur electronically in a public format, with bidders able to attend via a shared link, and a bid tabulation will be posted on the portal within 48 hours of the opening.
While specific set-aside designations or disadvantaged enterprise requirements are not explicitly detailed in the solicitation, potential bidders must demonstrate qualification and capability to transport recyclable materials between specified waste facilities and recycling centers. Interested contractors should be prepared to provide evidence of transportation logistics, environmental compliance, and the technical capacity to handle mixed metal and plastic recyclables. The document does not specify an incumbent vendor or precise budget range for the contract. Bidders are encouraged to follow up with the procurement department at procurement@menv.com to confirm bid receipt and address any procedural questions. The contract appears focused on serving Talbot County and surrounding Midshore regions, with potential implications for regional waste management and recycling infrastructure efficiency.
