About this opportunity

The Maryland Environmental Service (MES) is soliciting competitive sealed bids for the Midshore II Cell 5 Construction project, targeting contractors qualified to perform comprehensive landfill cell construction at the Midshore II Regional Solid Waste Facility located in Ridgely, MD. The procurement specifically requires contractors to execute multiple complex tasks, including temporary erosion and sediment control installation, site preparation, excavation, and strategic material placement involving structural fill, select clay, cover, and topsoil materials. A critical component of the project involves installing a multilayer geosynthetic liner system with an integrated leachate collection system, including a dedicated leachate storage tank. Electronic bids must be submitted exclusively through the MES Procurement Portal (https://menv.bonfirehub.com/) by July 11, 2025, with no alternative submission methods accepted. Bidders are advised that conditional bids will be deemed non-responsive and automatically disqualified under COMAR 21.05.02.22. The bid opening will occur electronically, with bidders able to attend via a shared link, and a bid tabulation will be posted within 48 hours of the opening.

While specific set-aside designations are not explicitly detailed in the procurement documentation, the solicitation suggests a competitive bidding process open to qualified contractors with demonstrated expertise in landfill cell construction and geosynthetic liner systems. The project is located within Carroll County and involves infrastructure development at the Midshore II Regional Solid Waste Facility. No incumbent vendor information or specific budget range is provided in the current documentation. The electronic submission requirement through the MES Procurement Portal indicates a preference for technologically adept contractors capable of navigating digital procurement platforms. Potential bidders are encouraged to follow up with the procurement department at procurement@menv.com to confirm bid receipt and ensure compliance with submission requirements. The project represents a significant municipal infrastructure development opportunity focusing on advanced waste management facility expansion and environmental control systems.
