Evaluation criteria will assess compliance with specific requirements, including labor code provisions, wage regulations, and adherence to state civil rights laws.

Bidders must demonstrate adherence to the Property Service Workers Protection Act and provide a California Department of Industrial Relations registration number. The solicitation includes provisions under the Displaced Janitor Opportunity Act and requires compliance with Government Code Section 19134 regarding employee wages and benefits. Potential respondents must also meet specific economic sanctions criteria, with the state reserving the right to reject bids from entities targeted by sanctions or conducting prohibited transactions. While a specific contract value is not explicitly stated, the comprehensive requirements and 36-month contract duration suggest a significant procurement opportunity for qualified small business janitorial service providers operating within Alameda County, California.
