About this opportunity

The City of Greenville, North Carolina is seeking proposals for a software-as-a-service (SaaS) provider to launch a one-year pilot program for on-demand public transit through a shared-ride microtransit service model. The procurement is for a Microtransit Shared Ride Software solution that will replace an existing fixed-route service (Route 4) and initially utilize two vehicles, with plans to expand the microtransit fleet to four vehicles. The RFP outlines detailed requirements for the software, including a rider app, integrated transit options, driver application, dispatch center, routing rules, reporting, fares and pricing, and integrations. Proposals are due on December 10, 2024, and the contract will cover three years of service with the option to extend for up to three additional one-year terms. The evaluation criteria include quality and response to project requirements, performance of the firm and/or proposed team on similar projects, qualifications of the individual(s) proposed, cost, training and warranty, and ability to perform to schedule.

The City has established a 4% Minority Business Enterprise (MBE) and 4% Women Business Enterprise (WBE) goal for the participation of MWBE firms in supplying goods and services for this project. There is no incumbent contractor currently providing these services, and the City is looking to launch the microtransit pilot as soon as practical. The RFP does not specify a budget range, but the City will pay all approved invoices net 30 days and does not agree to the payment of late charges or finance charges.
