About this opportunity

The University of Houston-Clear Lake is requesting proposals for microfridge unit rental services for Hunter Hall residential facility under RFP 26-005, with proposals due March 6, 2026, at 2:00 p.m. Central Time and an inquiries deadline of February 20, 2026. A Historically Underutilized Business (HUB) Subcontracting Plan is required.

The scope encompasses combination microwave and refrigerator unit rentals and purchases, including delivery and installation before August, January, and summer move-in dates; retrieval at the end of fall, spring, and summer semesters; ongoing maintenance and repairs; marketing support; and customer service. Respondents must demonstrate safety sensor and plug technology capabilities and offer eco-friendly options. The University requires Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate, plus Workers' Compensation and Commercial Automobile Liability Insurance if the vendor enters University property.

The contract period runs May 1, 2026, through April 30, 2029, with options to renew for two additional one-year terms, creating a potential five-year total contract duration. Summer 2026 is the anticipated start date.

Evaluation is weighted across six criteria totaling 100 points: cost-effectiveness of the micro-fridge program (30 points), safety sensor and plug technology (20 points), eco-friendly options (20 points), marketing capabilities (10 points), professional experience in higher education (10 points), and operational and transition planning (10 points). Respondents must complete and sign the Execution of Offer certification and return a completed Higher Education Community Vendor Assessment Toolkit questionnaire with sealed proposals containing two hard copies plus one electronic PDF copy on USB. All respondents must affirm Texas Government Code compliance, franchise tax compliance, antitrust law compliance, non-boycott of Israel, and absence of conflicts of interest. The signatory must be a Vice President or higher-ranking official authorized to bind the respondent.
