About this opportunity
The state of Virginia, specifically Northampton County, is seeking a contractor to provide anti-fouling paint application services for Virginia Marine Police and Virginia Marine Resources Commission (VMRC) vessels. The procurement opportunity involves painting vessels ranging from 12 to 38 feet, with specific requirements for fiberglass and aluminum hull types. Contractors must provide a comprehensive, all-inclusive quoted price per foot that covers vessel haul-out, labor, surface preparation, paint, primer, and miscellaneous shop supplies. Critical technical specifications include using Trilux or equivalent compatible aluminum paint for motor brackets and underwater components, with vendors required to complete a Paint Product Identification Form detailing the specific products to be used. The contract opportunity is posted on April 8, 2025, with proposals due by April 22, 2025, and interested vendors are instructed to contact Jeremiah Toth via email at jeremiah.toth@mrc.virginia.gov or phone at 757-247-8096 for any questions. Evaluation will likely focus on the comprehensiveness of the proposed service, paint product compatibility, pricing, and ability to meet the technical specifications outlined in the scope of work document.
The contract appears to be designated as a Micro Business Set-Aside, which suggests preferential consideration for small or disadvantaged business enterprises. While specific set-aside percentages or detailed eligibility criteria are not explicitly stated, this designation indicates an intent to provide opportunities for smaller local businesses. Vendors must be prepared to offer flexible payment options, with a note that any credit card processing fees must be incorporated into the total per-foot quote. Although no specific budget range is provided, the scope suggests a potentially moderate-value contract depending on the number and size of vessels requiring painting. The procurement is specifically focused on marine vessel maintenance for state law enforcement and marine resource management agencies, indicating a specialized service requirement that likely demands precise technical capabilities and experience in marine vessel maintenance and painting.
