About this opportunity

The state of Virginia, specifically Gloucester County, is seeking a contractor to provide anti-fouling paint application services for Virginia Marine Police and Virginia Marine Resources Commission (VMRC) vessels. The procurement opportunity involves painting vessels ranging from 12 to 38 feet, including both fiberglass and aluminum hull types. Contractors must provide a comprehensive quoted price per foot that encompasses all-inclusive costs, including vessel haul-out, labor, surface preparation, paint, primer, and miscellaneous shop supplies. Specific requirements mandate the use of Trilux or equivalent compatible aluminum paint for motor brackets and underwater components, with vendors required to complete a Paint Product Identification Form detailing the specific products to be used. The solicitation (ID: 67f579b863ccceeabc0060f2) was posted on April 8, 2025, with proposals due by April 22, 2025. Interested vendors should contact Jeremiah Toth via email at jeremiah.toth@mrc.virginia.gov or by phone at 757-247-8096 for additional information or clarification.

This procurement appears to be designated as a Micro Business Set-Aside Award, which suggests preference or exclusive participation for small or micro-sized businesses. Vendors must be prepared to provide comprehensive pricing for different vessel hull types and include any credit card processing fees within their total quote if seeking expedited invoice payment. While specific budget ranges are not explicitly stated, the contract covers multiple vessels across different sizes and materials, indicating potential for a moderate-value contract. The solicitation does not mention specific disadvantaged enterprise requirements beyond the micro business set-aside designation. Contractors will need to demonstrate technical capability in marine vessel painting, understanding of specialized marine paint applications, and the ability to work with government maritime vessels. The procurement is specifically for the Virginia Marine Resources Commission and Virginia Marine Police, targeting vessel maintenance and preservation services for their maritime fleet.
