About this opportunity

The state of Virginia, specifically Gloucester County, is seeking a contractor to provide anti-fouling paint application services for Virginia Marine Police and Virginia Marine Resources Commission (VMRC) vessels. The procurement opportunity involves painting vessels ranging from 12 to 38 feet, with specific requirements for fiberglass and aluminum hull types. Contractors must provide a comprehensive, all-inclusive quoted price per foot that covers haul-out or vessel removal, labor costs, surface preparation, paint, primer, and miscellaneous shop supplies. The painting must include lower units, outdrives, motor brackets, and underwater components, with a requirement to use Trilux or an equivalent compatible aluminum paint that is not copper-based. Vendors must complete a Paint Product Identification Form detailing the specific products to be used. The contract opportunity (ID: 680a53d3fecda72d020440a2) was posted on April 24, 2025, with proposals due by May 8, 2025. Interested vendors should contact Jeremiah Toth via email at jeremiah.toth@mrc.virginia.gov or by phone at 757-247-8096 for any questions.

The procurement appears to be a micro business set-aside opportunity, potentially providing preferential consideration to smaller businesses or disadvantaged enterprises. Contractors must be prepared to handle credit card payment processing, with any associated fees required to be incorporated into the total quote per foot. While specific evaluation criteria are not explicitly detailed, the comprehensive nature of the required service suggests that vendors will be assessed on their ability to meet technical specifications, provide competitive pricing, and demonstrate capability in marine vessel painting. The scope of work document, which is referenced but not provided in the excerpt, likely contains additional detailed requirements and potential evaluation metrics. No information is provided about incumbent vendors or existing infrastructure requirements. The contract appears to be for a specific painting service for marine vessels, with the potential for ongoing or repeat business depending on the agency's needs and the contractor's performance.
