About this opportunity

The State of Maine's Division of Purchases is soliciting sealed bids for MHRC Medication Sample Tags with bids due November 30, 2007.

The scope involves medication sample tags for the Maine Health and Recovery Center (MHRC), with pricing to be submitted as separate unit prices per item delivered to destination, inclusive of all discounts. The State is exempt from Federal and Maine State Sales and Use Taxes; bidders must quote accordingly without including these taxes.

The contract establishes a maximum initial term of three years, with extension provisions permitting the State Purchasing Director to extend the contract period beyond initial expiration with contractor consent, not to exceed three years total. The contract permits cost overruns up to 3%. Past performance may be considered as a factor in award decision.

Awards are made to the lowest responsible bidder considering best value to the State. Cash discounts of 20 days or more are factored into low-bid determination; discount percentages under 20 days are not considered due to normal accounting procedures. All transportation charges are prepaid and at the contractor's expense unless otherwise specified.

The State reserves the right to reject any or all bids, increase or decrease quantities by up to 10 percent, and procure materials from alternative sources if the contractor defaults, with excess costs charged to the contractor. Contractors are not liable for delays caused by strikes, fires, acts of God, or other causes beyond reasonable control.
