About this opportunity

The Maryland Health Care Commission is requesting proposals for renewal of Quest Rapid Recovery software licensing and maintenance services under PORFP MHCC 27-012, with proposals due November 11, 2026 at 4:00 p.m. EST. This procurement is restricted to DOIT Master Contractors currently awarded contracts under the Commercial Off-the-Shelf Software (COTS 2012) Master Contract (060B2490021) and is set aside for certified small businesses meeting Maryland statutory requirements — two eligibility gates that filter the vendor pool substantially.

The scope comprises four licenses of Rapid Recovery Backup and Replication software per protected physical server or CPU socket, paired with 24x7 maintenance renewal. The Maryland Health Care Commission uses this solution as the backbone of its data protection and recovery system supporting business continuity, protecting systems, applications, and data across physical servers, virtual machines, and cloud workloads with centralized management and automated backup processes.

Bidders must be authorized resellers of Quest software and must provide a Letter of Authorization from the manufacturer or distributor, along with a manufacturer's suggested retail price screenshot. Master Contractors may submit a Letter of Authorization with their bids for consideration. Pricing must remain valid for at least 90 days after the proposal due date. Evaluation criteria include authorized reseller status, price, and digital delivery of PDQ Connect licenses. Delivery is required within 15 days after notice of award. Place of performance is 4160 Patterson Avenue, Baltimore, Maryland 21215. All responses must be submitted through the State's eMaryland Marketplace Advantage (eMMA) e-procurement system. Questions must be submitted in writing to Andrea Allen at Andrea.allen@maryland.gov.
