About this opportunity

The Maryland Health Care Commission is requesting proposals for content development and website redesign services under MHCC 26-010, a small-business-reserve procurement limited to certified small business vendors, with proposals due January 21, 2026 by 4:00 PM local time. This is a set-aside restricted to vendors certified by the Governor's Office of Small, Minority & Women Business Affairs under Maryland State Finance and Procurement Article 14-501 through 14-505.

The scope encompasses content strategy development, content audit and revision for approximately 75 pages of production-ready content (roughly 35–40 Level 2 pages and 30–35 Level 3 pages), SEO optimization, taxonomy development, accessibility compliance to WCAG 2.1 Level AA and Section 508 standards, style guide and content governance documentation, graphic asset creation, and training for approximately five or more MHCC staff members on content management systems. The contractor is responsible exclusively for content strategy, creation, and styling; a separate web development contractor will manage technical implementation, CMS configuration, coding, and data migration. Work must be performed within the United States only.

The contract term is six months from full execution, with a project kickoff meeting scheduled for the week of January 12, 2026 and anticipated completion by June 30, 2026. The award is firm fixed-price, with budget to be established based on the winning vendor's financial proposal. All costs must be fully loaded to include labor, overhead, profit, and administrative expenses.

Offerors must demonstrate at least five years of experience providing similar work for state or federal clients within the past five years and propose a Project Director, Web Content Editor/Technical Writer with at least three years of experience, and a Graphic Design Specialist with a minimum of three years of professional experience. Contractors must comply with Maryland's Living Wage law and identify service delivery locations for tier-based wage determination. Successful awardees must be registered with the Maryland Department of Assessments and Taxation and eMMA prior to award. The Procurement Officer is Andrea Allen (andrea.allen@maryland.gov, 410-764-8791).
