About this opportunity

Middle Georgia State University, through the Board of Regents of the University System of Georgia, is requesting qualifications for design professional services for the Cochran Campus Domestic Water System Replacement (Project J-469-DP), with Statements of Qualifications due August 25, 2026 at 2:00 p.m. and questions due August 18, 2026.

The scope encompasses comprehensive replacement of the domestic water storage and distribution system serving the Cochran campus, including replacement of underground piping (50–100+ years in service), a 55-year-old 150,000-gallon storage tank, and modernization of valves, fittings, filters, and related components. The Design Professional must perform a minimum of 50% of architectural design services in-house, with associated firms permitted to provide up to 50%. The project must incorporate sustainable design requirements under the Energy Efficiency & Sustainable Construction Act of 2008 and requires Georgia Peach certification with commissioning. The Design-Bid-Build delivery methodology will be employed with a Commissioning Agent in addition to the Design Professional.

The estimated Design Professional Base Fee is approximately $340,000, covering Basic Design and Construction Administration services. The preliminary Stated Cost Limitation for construction is estimated at $4.15 million, subject to revision based on final programmatic requirements and funding availability. Design services are anticipated to commence October 2026 with construction documents completed by Spring 2027, contingent on funding availability.

Step I evaluation criteria: firm stability (25%), relevant project experience and qualifications (45%), and apparent suitability (30%). Finalist firms will be notified by September 2, 2026. Step II includes a mandatory pre-proposal site visit September 8, 2026, fee proposals due September 22, 2026 at 2:00 p.m., and finalist interviews September 23, 2026.
