About this opportunity

Palm Beach County's Board of County Commissioners, Purchasing Department, issued Request for Quotation 060517-397R/ZG for the furnishing and installation of one three-station meter test bench for the Water Utilities Department. The procurement seeks a Ford Model #3STB-LR-ECU or equal alternative capable of testing meters ranging from 5/8" to 1" in size, which must include one 10-gallon stainless steel calibrated tank, one 100-gallon stainless steel calibrated tank, and an Electronic Control Unit (ECU). The successful bidder shall provide complete installation services and one day of on-site training at the Western Region Operations Center, Meter Shop, located at 39688 Hooker Highway, Belle Glade, Florida 33430, with work completion required within five business days after receipt of the purchase order. All equipment must be new, of current manufacture at the time of bid submission, and carry factory warranties with a one-year warranty on equipment and labor covering defects in materials and workmanship from the date of delivery and acceptance. Pricing shall be firm and fixed with all costs—including supervision, labor, equipment, materials, tools, transportation, travel, mobilization, demobilization, installation, training, and all other necessary services—included in a single unit price with no additional compensation allowed. The quotation submission deadline was July 20, 2017, at 4:00 p.m. local time, with responses acceptable via fax or email, and award was to be made on an all-or-none basis to the lowest responsive and responsible bidder.

The County extended a five percent local preference to quoters with a permanent place of business in Palm Beach County and an additional five percent preference for Glades businesses. Small Business Enterprise (SBE) certified vendors submitting bids within ten percent of the lowest responsive bid were eligible for consideration. The successful bidder was required to maintain commercial general liability insurance with limits of not less than $500,000 per occurrence, business auto liability insurance of not less than $500,000 combined single limit, and workers' compensation insurance in accordance with Florida Statute Chapter 440. No incumbent vendors or existing infrastructure integration requirements were identified in the solicitation. The RFQ did not specify an explicit budget range or award value; however, the all-or-none award structure indicates the County intended to procure the complete system from a single vendor at a fixed price.
