About this opportunity

City of Newport News, Virginia is requesting proposals for a comprehensive water meter box inspection program under RFP released August 31, 2026, with proposals due October 2, 2026 at 5:00 p.m. and questions due September 8, 2026 at 1:00 p.m.

The scope is yearly inspection of approximately 30,000 water meter boxes annually across a five-year inspection cycle, covering over 133,000 active meter boxes throughout the Newport News Waterworks service area, which extends across the lower Virginia Peninsula including portions of Hampton, Poquoson, York County, and James City County. The contractor must identify meter boxes obscured by accumulated soil, landscaping, and other encroachments; assess condition; and detect leaks, damage, tampering, and other deficiencies. Offerors must submit pricing for initial project mobilization and workflow development as well as a per-box inspection cost for the estimated 30,000 annual inspections, though this quantity does not constitute a minimum guarantee.

The initial contract period is one year from the date of award with options to renew for three additional one-year periods and a potential six-month extension. Funds are appropriated through the City's multi-year Capital Improvement Plan on a fiscal year basis. Payment terms default to Net 30 Days.

The City will select two or more qualified offerors for discussions and negotiations based on evaluation criteria including firm qualifications and relevant experience, technical approach and understanding of scope, software solution and data management capabilities, price, quality assurance and control programs, and proposal completeness. The contractor must carry Commercial General Liability insurance of $1,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation per state requirements, and Umbrella Liability coverage of $2,000,000.

The City encourages participation from Small, Women-Owned, Minority-Owned, and Service Disabled Veteran-Owned businesses. Compliance with Virginia business authorization and drug-free workplace requirements applies. The contracting officer is Vernest Rice, Senior Contract Specialist. Proposals are submitted through the City's e-Procurement portal. No pre-proposal conference is scheduled.

Opportunity text

The purpose of this Request for Proposals (RFP) is to establish a Contract with a qualified Contractor to perform yearly comprehensive inspection of the City's water meter boxes and associated customer service connections. As routine manual meter reading is no longer required, many meter boxes now go several years without being physically inspected. As a result, meter boxes are increasingly becoming obscured by accumulated soil, grass, mulch, landscaping, and other encroachments, making them more difficult to locate and access when maintenance or emergency service is required. This reduction in routine field presence has created the need for a proactive inspection program to ensure meter boxes remain visible, accessible, and in good condition, and to identify leaks, damage, tampering, and other deficiencies before they become larger operational or customer service issues. The inspection program will provide the City with current condition data and support a proactive asset management strategy that improves system reliability, reduces response times, and helps preserve critical water distribution infrastructure.
