About this opportunity

The City of Philadelphia is requesting quotes on metal water jug racks as a micro purchase with bids due October 19, 2026. The award will go to the lowest responsive and responsible bidder; the city reserves the right to award as a whole or by line item, whichever serves its interest. Sellers must quote all items to be eligible for award.

The contract term is fixed at 365 days from the effective date specified in PHLContracts, with no renewal options. The total quote amount must not exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published index and rounded to the nearest $1,000. Pricing must be quoted on an FOB Destination basis, net of applicable taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.

All quotes must be submitted electronically through PHLContracts. Pricing must remain valid for 60 days from submission or throughout the contract term. A signed Consent and Authorization Agreement must be attached to the vendor's PHLContracts profile or included with the first submitted quote; quotes without this documentation will not be considered. Vendors must designate a Seller Administrator, maintain confidential account access, and use secure browsers for all transactions. Electronic submission constitutes a binding agreement.

Submission of an optional LGBTQ Applicant Data Form is encouraged to identify companies beneficially owned and controlled by LGBTQ individuals and to build the City's vendor database; the form requests disclosure of NGLCC or Independence Business Alliance (IBA) certification status and certifications from other third-party certifying agencies such as ESMDC, PAUCP, Disability:IN, or WBENC. The Local Business Entity (LBE) Program does not apply to small order purchases, though vendors must answer the LBE certification question to proceed. Payment will be made electronically following delivery, City approval of products, and submission of properly invoiced documentation.
