About this opportunity

The State of Maine Division of Purchases is requesting sealed bids for metal dog tags with bids due July 23, 2009. An in-state preference applies — tie bids are resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine.

The scope requires identification tags for dogs with specifications covering materials, durability, customization capabilities, printing, attachment mechanisms, and any state-required features. Unit pricing is required for each item, with awards made on an item-by-item or group basis as the State determines to be in its best interest. Delivery timelines must be stated in definite terms and may factor into award decisions if time is critical.

Sealed bids or electronic quotes must be submitted to the Division of Purchases, Room 119, 9 State House Station, State Office Building, Augusta, Maine, prior to the closing date. All transportation charges, including freight and express delivery, are prepaid and borne by the contractor unless otherwise specified. The State is exempt from Federal and Maine State Sales and Use Taxes; bidders must exclude these taxes from pricing.

Awards will be made to the lowest responsible bidder offering the best value to the State, considering quality, conformity with specifications, delivery date, and ultimate cost. The Division of Purchases reserves the right to reject any or all bids, waive formalities or technicalities, increase or decrease ordered quantities by up to 10%, and procure from alternative sources if the contractor defaults, with any excess costs charged to the original contractor. Bidders may withdraw submissions with written notice prior to contract award.
