About this opportunity
The Colorado Department of Corrections, through Garfield County, Colorado, is issuing a request for quote (RFQ) solicitation (CBAA 2016001217 Mod 1) for the procurement of metal detection equipment and installation services. The specific deliverables include five CEIA USA Ltd Model SMD600Plus/PZ multi-zone walk-through metal detectors with anti-vandalism kits (no substitutes permitted), on-site setup, calibration services, and operator training. The equipment must be delivered to and installed at the Colorado State Penitentiary located at 57500 East Highway 50 & Evans, Canon City, Colorado 81212, with all goods and services required to be completed by June 30, 2016. Bid responses must be submitted via fax or email to Stephanie Diggs, Purchasing Agent, no later than April 5, 2016 at 2:00 PM MST. Bid prices must be submitted as separate line items for each metal detector unit and for the on-site setup, calibration, and training services, with all prices FOB-destination including freight costs. The State will award the contract to the bidder(s) deemed most advantageous based on evaluation criteria including cost, projected delivery dates, quality and security considerations, life-cycle costs, bidder qualifications and experience, operator training capabilities, and other pertinent factors.
Prospective bidders must be registered on the Colorado Vendor Self Service (VSS) website to submit a response, and no specific set-aside designations for disadvantaged enterprises or other restricted categories are mentioned in the solicitation documents. The successful bidder must provide proof of General Liability insurance of at least $1,000,000 per occurrence and Workers Compensation coverage as required by law prior to receiving a purchase order. All contractor personnel providing services on CDOC property may be required to undergo a criminal background check and comply with Department rules and regulations, including prohibition of contraband items on premises. Payment terms are assumed to be Net-30 days unless otherwise specified in the proposal. The solicitation permits the award to be divided among multiple bidders if the State determines it to be in its best interest. No budget range or award value is specified in the available documentation.
