About this opportunity

The Maricopa County Community College District (MCCCD), specifically Mesa Community College, is procuring construction services for a new Veterinary Technology and Sustainable Horticulture laboratory building through a competitive Invitation for Bid (IFB #3617-9). The project scope includes new building and site development for both veterinary technology and sustainable horticulture programs, improvements to an existing service road, and installation of a new sewer line located at 1833 W. Southern Avenue in Mesa, Arizona. Excluded from this bid are geotechnical reports, materials testing, hazardous materials testing and abatement, structured cabling equipment, voice-data systems, audio-visual systems, and building security systems (cameras and access control), which will be procured through separate direct-to-owner contracts; however, infrastructure to support these systems must be included in the base bid. Bidders must be Arizona-licensed contractors with appropriate licensure classifications for the intended work at the time of bid submission and must demonstrate construction performance history, provide five current local references for projects of similar scope and value, and evidence of timely payment to subcontractors, material suppliers, and employees. The pre-bid conference is scheduled for May 21, 2026, at 1:00 p.m. at Mesa Community College's Community Room LB-145 with site tours following; requests for information and substitution approvals are due by 4:00 p.m. on May 22, 2026, with responses posted on June 4, 2026. Bids must be submitted electronically through the MCCCD Procurement Portal (Bonfire) by 2:00 p.m. on July 16, 2026, with notice of award anticipated on July 20, 2026, and notice to proceed on or about September 11, 2026. The construction contract term is fourteen months from Notice to Proceed, with substantial completion targeted for October 15, 2027, and final completion by November 12, 2027. Evaluation will be based on the lowest responsive and responsible bidder criteria, considering bidder performance history, compliance record, financial resources, ability to meet schedule requirements, and past interactions with the Owner.

Bidders identifying as Small Business Concerns may indicate certification status through a designated Small Business Enterprise designation or self-certification using firm size and annual revenue criteria established by the MCCCD Purchasing Procedures Manual, and all contractors must comply with Arizona's nondiscrimination requirements under Executive Order 2009-09 and legal worker verification through the Federal E-Verify system. No incumbent vendors or current contractors are identified in the procurement documents, as this represents new facility construction rather than a service continuation. The base bid must include a total allowance amount of $460,000, comprising Owner Design Contingency ($200,000), Fire Alarm systems ($90,000), EMS-Building Controls ($140,000), and Code Required Signage ($30,000), with all overhead, profit markups, bonds, insurance, and applicable federal, state, tribal, and local taxes incorporated into the lump sum consideration. Successful bidders must furnish bid security equal to ten percent of the base bid plus all positive alternates, and upon award, provide Performance and Payment Bonds each equal to 100 percent of the contract sum at the contractor's expense. Two optional bid alternates are available for the access road improvements (Alternate Bid No. 1) and new sewer line (Alternate Bid No. 2), with pricing to be itemized separately on the Form of Proposal. No specific total project budget is disclosed in the procurement documents, though the allowances and bonding requirements indicate a substantial construction contract with estimated costs well exceeding the $460,000 allowance account.
