About this file
This is a Bidders Qualifications form for the Mesa Community College District's New Vet Tech Lab Building project in Arizona. The form serves as an enclosure to the construction bid and establishes the Owner's and Architect's evaluation criteria for assessing bidder qualifications. Bidders must demonstrate their construction performance history with the Owner or similar public and private entities, provide acceptable references, and evidence of timely payment to subcontractors, material suppliers, and employees. The Owner reserves the right to reject any bid if the bidder has a history of default, unacceptable performance, or failure to meet financial obligations to project participants. Prospective bidders must complete all required sections of the qualifications form, including business identification, years of contracting experience, current contract values, and default history.
Bidders are required to provide two current local trade references, one current local financial or banking reference, and five current local owner references with all contact information and phone numbers. All references must relate to similar scope and value projects and include contract values, project completion dates, architect or engineer information, and contact details. Bidders identifying as Small Business Concerns must indicate certification status, either through a designated Small Business Enterprise designation or through self-certification using firm size and annual revenue criteria established by the MCCCD Purchasing Procedures Manual. The completed qualifications statement must be subscribed and sworn to before a Notary Public, with the notary certifying the signature and commission expiration date. The Owner expressly reserves discretionary authority to investigate bidder qualifications and to reject any bid where submitted evidence fails to demonstrate that the bidder is a responsive and responsible contractor.

BIDDERS QUALIFICATIONS 00420-1
SECTION 00420
STATEMENT OF BIDDER'S QUALIFICATIONS
(Enclosure with Proposal)
The Owner and the Architect will consider, in determining the qualifications of a Bidder, his record in the performance of any contracts for construction work into which he may have entered with the Owner or with similar public or private bodies or corporations. The Owner expressly reserves the right to reject the bid of any Bidder if such record discloses that such Bidder, in the opinion of the Owner, has not properly performed such contracts, has received unacceptable references (whether from listed references or other owners or designers on recent work), or has habitually and without just cause neglected the payment of bills, or has otherwise disregarded his obligations to Subcontractors, material men, suppliers or employees.
The Owner may make such investigation as they deem necessary to determine the ability of the Bidder to perform the work, and the Bidder shall furnish to the Owner all such information and data for this purpose as they may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of such Bidder, fails to satisfy the Owner that such Bidder is a responsive and responsible Bidder in accordance with the criteria set forth herein at the Owner’s sole discretion.
