About this opportunity

The Wisconsin Department of Transportation is soliciting bids for highway resurfacing on STH 64 from Merrill-Antigo Zima Road to USH 45 in Langlade County, with proposals due November 10, 2026 and work to begin no later than August 25, 2027. The project is subject to a DBE (Disadvantaged Business Enterprise) participation goal calculated based on feasible participation levels; bidders must submit a Commitment to Subcontract to DBE form at bid and document good faith effort to meet the goal within 24 hours of bid closing if the goal is not met.

The scope consists of asphaltic surface milling, dense base aggregate placement, asphalt pavement, pavement marking, and incidental work as shown on plans. Work must begin within 10 calendar days after written notice to proceed and be completed within the 2027 construction season. Milled surfaces cannot remain open to traffic longer than 72 hours unless adverse weather prevents asphalt placement. Traffic control measures must maintain lane access on STH 64 with advance notification to the Wisconsin Lane Closure System. Work operations must cease or be altered if traffic delays exceed 15 minutes. Special provisions include climbing turtle exclusion fencing between stations 147+65 and 154+40 and protection of endangered bat species. Holiday and special event work restrictions apply during Memorial Day, Independence Day, and Labor Day weekends.

Bidders must submit a proposal guaranty equal to the bid amount and a properly executed annual bid bond. All personnel responsible for materials sampling, testing, and documentation must complete mandatory Asphalt Warranty Program (AWP) and specification reorganization training. A Highway Construction Skills Training (HCST) program offers reimbursement at $5.00 per hour for HCST graduates and apprentices, up to 2,000 hours or two years. The contract is subject to federal DBE regulations under 49 CFR Part 26 and Wisconsin Standard Specifications for Highway and Structure Construction. Compliance with non-discrimination, equal employment opportunity, environmental, and worker protection statutes is required. Failure to comply with DBE program requirements constitutes material breach and may result in termination, payment withholding, monetary sanctions, or suspension and debarment proceedings.
