About this opportunity

The Georgia Department of Revenue is soliciting responses for Merchant Payment Processing Services with proposals due October 30, 2015, and a mandatory bidders' conference on September 30, 2015 at 10:00 a.m. in Atlanta — but the solicitation has been cancelled and will not proceed to award.

The scope encompassed credit card, PIN-based debit, and signature-based debit payment processing for tax, motor vehicle, and local government transactions across DOR operations and county tax commissioner offices statewide. The vendor was required to provide all hardware, software, ongoing maintenance, and payment portal infrastructure at no cost to DOR in perpetuity, with delivery by August 1, 2016. Services were to be offered through multiple channels — online, in-person, and by telephone — to maximize state revenue collections while delivering a cost-effective, user-friendly experience to taxpayers.

A representative from each bidder was required to attend the mandatory bidders' conference in its entirety to remain eligible for award. The issuing officer was Arnaz Fanning (404-417-2188 or arnaz.fanning@dor.ga.gov).

No explanation for the cancellation is provided in the available notices.

The Georgia Department of Revenue (DOR) and its agents for Motor Vehicle titling and registration, the county tax commissioners, have been accepting credit card/merchant card payments for many years. The DOR is soliciting responses from qualified supplier who will provide Merchant Payment Processing Services to the Georgia Department of Revenue. This project should not incur any costs to DOR while offering a cost effective payment option to the taxpayer. All hardware, software and on-going maintenance of the aforementioned in addition to the payment portal (website) will be provided by the merchant card processor to DOR and its agents free of charge in perpetuity. DOR is seeking a vendor to provide all services necessary to continue to process bank card payments, to include credit cards, PIN-based debit and signature-based debit. The Department of Revenue will need to offer multiple payment options to their customer base to ensure all payment(s) for Tax, Motor Vehicle, Local Government transactions and any fees are available on-line, in-person or by phone to maximize the State¿s revenue collections.
