About this opportunity

San Marcos Consolidated Independent School District is requesting qualifications from licensed MEP engineering firms to provide mechanical, electrical, and plumbing design, permitting, and construction administration services for HVAC system replacements across district facilities, with qualifications due July 27, 2026 at 2:00 p.m. This is a non-project-specific RFQ intended to establish a pre-qualified vendor list for task order work rather than fund a single engagement.

Scope covers comprehensive MEP engineering services for HVAC conversions from R22 refrigerant to current standards at three campuses: Bowie Elementary, DeZavala Elementary, and San Marcos High School. Services include design, permitting, and construction administration. Selected consultant(s) will enter a Master Agreement with an initial one-year term and SMCISD's option to renew for up to four additional one-year renewals, not to exceed five years total. Pricing will be negotiated on a project-by-project basis through Requirements Work Orders, with compensation structured as not-to-exceed fees for basic services plus hourly rates for additional professional services.

SMCISD reserves the right to award multiple contracts to qualified submitters. Evaluation criteria are quality of goods and services (20%), project and client references (20%), district-assigned team and services (20%), recent performance of similar scope (15%), previous experience with schools and public entities (13%), financial stability (7%), and insurance (5%). Submitters must provide three years of audited financial statements, proof of professional liability and general liability insurance with minimum limits of $1 million per claim and $2 million commercial general liability aggregate, and worker's compensation coverage. Respondents must submit W-9 forms, conflict of interest questionnaires, felony conviction notifications, and non-collusion statements; certify compliance with Texas Government Code boycott prohibitions and terrorist organization exclusions; and acknowledge receipt of any addenda. Questions are due July 20, 2026 at 9:00 a.m., with answers published by July 21. Board recommendation is anticipated for August 17, 2026. SMCISD may conduct interviews with finalists.
