About this opportunity
The Massachusetts Environmental Police (MEP) is seeking qualified vendors to provide comprehensive psychological pre-employment screenings and services for law enforcement personnel through a competitive Request for Response (RFR). The procurement targets licensed Massachusetts psychologists with a minimum of 5 years of experience in law enforcement psychological examinations, specifically focusing on two primary service categories: pre-employment psychological exams and leave/post requirement evaluations. Vendors must be capable of screening candidates for various behavioral, mood, personality, and psychiatric conditions that could potentially impair job performance. The evaluation will utilize a points-based system, with 40 points allocated to pricing, 20 points for company experience, 10 points for prompt payment discounts, 30 points for bidder certifications/licenses, and 10 points for small business participation. The contract is scheduled for release on September 22nd, 2025, with quote responses due by October 6th, 2025, and an anticipated contract start date of October 13th, 2025. The initial contract term is one year, with potential for two additional 12-month renewals, bringing the total possible contract duration to three years.
This procurement is being conducted under the Small Business Purchasing Program (SBPP), which provides preferential treatment to Massachusetts-based small businesses meeting specific eligibility criteria. Bidders are required to submit a comprehensive Supplier Diversity Plan (SDP) and demonstrate commitment to diversity by allocating a specific percentage of sales to SDP Partners on an annual basis. The contract will be structured as a rate contract without a maximum obligation, meaning the total award value is not predetermined. Vendors must complete multiple mandatory documentation forms, including a Bidder Response Form, Current Environmental Practices Form, Prompt Payment Discount Form, and Supplier Diversity Plan Form. To be considered eligible, bidders must have a minimum of two years of industry experience and provide detailed information about their technical capabilities, key personnel, training expertise, and relevant certifications. The Strategic Sourcing Team reserves the right to deem a submittal unresponsive if any required documentation is missing or deficient, emphasizing the rigorous nature of the procurement process.
