About this opportunity

The Orleans Parish School Board Procurement Department is issuing a Request for Proposal (RFP) for mental health counseling services specializing in English learner, immigrant, and limited English proficient (LEP) populations. The District seeks to contract with Louisiana-licensed providers to deliver counseling and psychological services in multiple languages to approximately 500 kindergarten through twelfth-grade students across approximately 25 school sites. Key deliverables include direct mental health counseling services, with pricing submitted as a comprehensive rate per service encompassing personnel time, mileage reimbursement at federal rates, and administrative documentation. Required qualifications include a minimum of five years of experience in mental health services for children, demonstrated knowledge of the NOLA-PS system and Greater New Orleans area, and primary personnel with appropriate language capabilities. The evaluation criteria are weighted across seven categories: minimum five years of experience in child mental health services (20 points), a sustainable execution plan demonstrating quality and fidelity (20 points), work samples or portfolio evidence (15 points), knowledge of the NOLA-PS system and local domicile (10 points), qualifications of primary personnel including language capabilities (10 points), DBE participation goals (10 points), and cost of services (15 points), totaling 100 points. Important dates include a virtual pre-proposal meeting on Friday, March 27, 2026, at 11:00 a.m. CST; the deadline for written questions on Monday, April 6, 2026, at 4:00 p.m. CST; the last addendum issuance on Friday, April 10, 2026; proposal submission deadline on Thursday, April 16, 2026, at 11:00 a.m. CST via electronic submission to procurement@nolapublicschools.com; and oral presentations for top-ranked proposers scheduled for April 29, 2026.

The District has established a 35 percent Disadvantaged Business Enterprise (DBE) participation goal, requiring proposers to submit DBE Responsiveness Forms 1 and 2 with certification letters or demonstrate good faith efforts to meet this requirement. No incumbent vendors or current contractors are referenced in the RFP documentation. The contract term is one year with two optional one-year renewal periods, and the District reserves the right to award to one or multiple qualified firms. The annual project budget is set at $300,000.00, which should be reflected in the comprehensive service rates submitted by proposers. Award notification and contract execution dates are to be determined at the District's discretion. The District reserves the right to cancel the RFP at any time in its sole discretion.
