About this opportunity

The City of Raleigh is requesting sealed bids for memorial theater roofing and chimney repairs at the Martin Marietta Center for Performing Arts, located at 2 East South Street, with bids due January 13, 2027, and a mandatory pre-bid walkthrough on November 4, 2026, from 1:00 p.m. to 3:00 p.m.

The scope encompasses repair of Memorial Theater roofing, chimney work including masonry repairs at parapet wall and chimney areas, replacement of damaged brick, and repointing of deteriorated mortar joints. All work must comply with current North Carolina building codes. The contractor must provide labor, materials, equipment, and access systems necessary to safely complete the work. Contractors must hold a North Carolina General Statute Chapter 87 license for the work type. The chimney presents two options: repair at existing height with new coating and cover cap installation, or demolish to owner-approved height and complete repairs.

Bids are due as a single lump sum including all costs for labor, materials, equipment, permitting fees, and proposed access methods. Bidders must submit one signed original, one electronic PDF version on a USB flash drive, and three paper copies. Work must commence no earlier than June 1, 2027, and be completed by September 1, 2027. Contract award is anticipated for March 2027.

Required insurance includes performance and payment bonds each equal to 100 percent of the contract price, workers' compensation insurance with statutory limits, commercial general liability of $1 million per occurrence, commercial auto liability of $1 million, and builder's risk coverage equal to the total bid price. The contractor must comply with North Carolina occupational safety and health standards, complete E-Verify verification, and provide Iran Divestment Act certification. Bids may not be withdrawn for 45 days after opening. Questions are due December 4, 2026, at 4:00 p.m., with City responses anticipated by December 16. An optional second pre-bid meeting is scheduled for November 18, 2026, from 10:00 a.m. to 12:00 p.m.
