About this opportunity
The Texas Department of Criminal Justice (TDCJ) is requesting qualifications for a Construction Manager-at-Risk (CM@R) to oversee design, construction, and closeout of a new 1.6 million-gallon-per-day Wastewater Treatment Plant at the Memorial Unit in Rosharon, Brazoria County, with Step One qualifications due August 26, 2026 at 3:00 PM Central Time.
The procurement employs a two-step selection process. Step One requires submission of qualifications and experience; up to five qualified firms will be invited to Step Two for pricing submissions due November 12, 2026. A non-mandatory pre-submittal conference is scheduled for July 29, 2026 at 10:00 AM. The new plant will replace the existing facility and accommodate a new expansion dorm and juvenile justice detention facility.
Respondents must demonstrate at least five years of experience in construction management with a minimum of five relevant projects completed within the past ten years, satisfactory safety and quality assurance programs, and no significant litigation history. A Subcontracting Plan demonstrating good faith effort to meet the TDCJ Vet Heroes United in Business goal of 3% subcontracting across applicable disciplines is required.
The anticipated contract term is 25 months, consisting of six months for pre-construction and 19 months for construction, with construction commencing within 10 calendar days of Notice to Proceed. The estimated construction budget and Guaranteed Maximum Price for the Cost of Work is $40 million, which includes pre-construction management fees, construction management fees, and construction general conditions. Respondents must provide a 5% bid bond deposit of $2 million payable to TDCJ. Step Two pricing consists of a pre-construction management not-to-exceed fee (to be negotiated with the highest-scoring firm), a construction management fee calculated as a percentage of the estimated Cost of Work, and a not-to-exceed fee for construction general conditions based on a monthly rate over the 19-month construction period. Award is projected for April 21, 2027. This procurement is contingent upon continued availability of funding through legislative appropriations.
