About this opportunity
The Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians is requesting quotes for membrane roof repair and replacement at 149 West 12th Avenue, Eugene, Oregon, with quotes due June 3, 2026 at 2:00 p.m. PST and a mandatory site visit on May 20, 2026 from 1:00 p.m. to 3:00 p.m.
Qualified vendors must hold an Oregon Contractors and Builders (CCB) license, carry general liability and workers compensation insurance, demonstrate experience with commercial membrane roofing systems, provide at least three references for similar projects, and maintain good standing without debarment or suspension from federal or Tribal contracting.
The scope includes removal and lawful disposal of the existing membrane roofing system, inspection of roof decking and structural components, repair or replacement of damaged substrate, installation of a new commercial-grade membrane roofing system (TPO, EPDM, or equivalent), installation of insulation meeting current energy code requirements, flashing and edge-metal improvements, sealing of penetrations and rooftop equipment interfaces, site cleanup, and final inspection with warranty documentation. All work must comply with Oregon State Building Codes, OSHA safety standards, and manufacturer installation specifications.
Evaluation criteria are weighted as follows: Cost (40%), Experience and Qualifications (25%), Technical Approach (20%), Timeline (10%), and References (5%). The Tribe will award to the responsive and responsible vendor whose quote is most advantageous, reserving the right to reject any or all quotes. Award is contingent upon funding availability.
The successful contractor must furnish a Performance Bond equal to 100 percent of the total contract price, issued by a surety company authorized to do business in Oregon, within ten calendar days of Notice of Award. All costs associated with obtaining the Performance Bond must be included in the quoted price and not separately reimbursed. Questions are due May 26, 2026 at 2:00 p.m. PST.
