About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids for medium voltage electrical repair and maintenance services on an as-needed basis at the Lufkin State Supported Living Center, 6844 North US Highway 69, Lufkin, Texas, under IFB HHS0017399V2, with bids due August 24, 2026, at 10:30 a.m. and questions due August 10, 2026, at 5:00 p.m.
The contractor must hold a Master Electrician license from the Texas Department of Licensing and Regulation (TDLR) and maintain a minimum of five years of relevant experience. TDLR Lineman's licenses are required for medium voltage work involving point of supply. Scope includes electrical system replacement parts and services involving point of supply lines, transformers, and facility supply lines. The contractor must maintain an office location within 120 miles of the facility, provide 24-hour on-call availability with one-hour verbal response and two-hour on-site response for emergencies, and carry comprehensive insurance: workers' compensation, commercial general liability of $1 million per occurrence, commercial automobile liability, professional liability, and umbrella liability of $1 million.
Historical spending for similar services was $200,000 from October 28, 2022, through August 31, 2026, provided as a guideline only. The initial contract term runs September 1, 2026, through August 31, 2030, with no renewal options; HHSC reserves the right to extend for up to one additional year for continuity or transition. Pricing must be firm, fixed, and submitted on Exhibit C with separate line items for labor (Master Electrician, Journeyman Electrician, and Electrician Helper at regular and after-hours rates), materials at cost plus a markup capped at 10 percent, and equipment at specified rates. Price adjustments may be permitted only at HHSC's discretion and must correlate with Consumer Price Index (CPI-W or CPI-U) or Federal Minimum Wage increases.
Required submissions include Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), Exhibit D (Bidder Qualifications), Exhibit F (Form 4109 for Texas Identification Number if applicable), proof of required licensure, financial capability documentation, and acknowledgment of any addenda. Failure to submit Exhibits A, C, and F results in bid disqualification. Responses remain binding for 240 days from the due date. HHSC does not guarantee any volume, usage, or compensation and reserves the right to cancel the IFB or modify service locations with 30 days' advance notice.
