About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Department of Agriculture, Conservation and Forestry, is requesting quotations for one medium-duty box truck equipped with a liftgate and refrigeration unit under RFQ #01A19072400000000000025, with responses due August 12, 2019 at 4:00 p.m. Eastern Standard Time.

Bidders must submit two separate quotes—one for vehicle lease and one for purchase—through the AdvantageME Vendor Self Service electronic procurement system. All vehicles must be 2018 model year or newer, delivered with minimum mileage and a current valid Maine State Inspection Sticker. The truck must be a heavy-duty cab and chassis (4x2 configuration, standard cab, dual rear wheels) with a diesel engine (3.0–8.0 liter displacement), 6-speed heavy-duty automatic transmission, and specified axle, brake, and suspension configurations. The 18-foot dry freight body must be 17.5–18.5 feet in length, 96 inches wide, 85–92 inches in height, with translucent roof, FRP exterior walls, full-width roll-up rear door, and a 2,000-pound tuck-away liftgate with power operation. The refrigeration unit and all components require factory documentation. Payload capacity must be at least 7,800 pounds after body and liftgate installation. Vehicles must meet California emissions standards where applicable, be free of mercury components, and be compatible with specified radio communication frequency bands.

Award is made on a best-value basis considering specification conformity, delivery timeline, and pricing. Life-cycle costing based on fuel economy calculations over 100,000 miles factors into the award decision. Pricing must include FOB Destination shipping and delivery costs and remain firm for 180 days from bid opening. Bidders must submit completed bid cover page, debarment certification, cost response sheet in Excel format, factory build sheets, product data for all components, warranty information, and specification checklist with factory option numbers. All questions must be submitted through Vendor Self Service. The state is exempt from federal, state, and local taxes.
