About this opportunity

The Colorado Department of Corrections (CDOC) issued a Request for Quote (RFQ) for the procurement of an Automated Medication Packaging Machine to replace existing pharmacy equipment at a Pueblo County facility. The procured equipment must be a new or refurbished Auto Trans Conveyor (ATC) system in guaranteed like-new condition with full warranty, including an Auto Trans plate kit for 30 and 60 count varieties, thermal printer label applicator and stand, Bartender Label Software, Metrologic Voyager Scanner, and a secondary external motorized conveyor for front-of-card labeling. The machine must have a minimum processing capability of 400 cards per hour and be appropriately sized for limited space availability, with installation and training services included in the purchase. Evaluation criteria include cost, quality, delivery date, lifecycle costs, machine specifications, bidder qualifications, and past performance. Bid submissions were due by May 9, 2016 at 2:00 PM Mountain Standard Time via email to maryann.shaw@state.co.us or fax to (719)269-4054, with required delivery before June 30, 2016. A non-mandatory site visit was scheduled for May 4, 2016 at 11:00 AM to allow prospective vendors to inspect the current equipment available for trade-in. Prospective bidders were required to register on the Colorado Vendor Self Service website prior to responding.

The solicitation provided preference consideration to Service Disabled Veteran Owned Small Businesses based in Colorado, though no specific set-aside or restriction on bidder eligibility was mandated. Bid prices were required to include freight costs on an FOB-destination basis and specify trade-in value of current equipment, installation and training costs, manufacturer and model number, and warranty terms, with standard payment terms assumed to be Net-45 days after receipt of goods and invoice unless otherwise specified. The successful bidder was required to provide proof of General Liability insurance of at least $1,000,000 per occurrence and Workers' Compensation coverage as required by law prior to award. Contractor personnel providing services on CDOC property may be required to undergo criminal background checks and sign Consent to Search Authorization forms, with tobacco products and contraband prohibited on CDOC facilities. No budget range or award value was specified in the solicitation documents. The CDOC reserved the right to cancel any order if delivery was not made by the stated date and was not responsible for actively notifying prospective bidders of solicitation modifications.
