About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for medical supplies, equipment, and small tools for the Abilene State Supported Living Center under IFB HHS0017603, with bids due July 30, 2026 at 10:30 a.m. Central Time. Questions were due July 22 with responses posted as an addendum on July 24.
The solicitation covers nine line items of specialized medical equipment and supplies including gastrostomy feeding tubes, IV stabilization devices, catheters, feeding tubes, syringes, enteral feeding sets, SpO2 sensors, and IV pole clamps (NIGP codes 271-30, 465-55/78, and 475-16/18/21/35/45/73/74/82). The price sheet identifies specific manufacturer brands and product codes from Cardinal Health, C.R. Bard, Becton Dickinson, AV Anos, and Nonin. The contract is structured as a blanket purchase agreement with estimated quantities of one unit per item; additional products in the same category may be ordered and quantities may increase or decrease based on program needs. The contract term runs September 1, 2026 through August 31, 2027, with HHSC retaining an option to extend for up to one additional year.
Pricing must be firm and fixed using the Exhibit C pricing sheet with unit rates inclusive of all labor, materials, supplies, and related expenses. Price adjustments are permitted at HHSC's sole discretion based on the Consumer Price Index (CPI-W or CPI-U) or Federal Minimum Wage increases, with supporting documentation required. Contractors may offer price decreases at any time. There is no guaranteed volume or minimum compensation. Evaluation criteria include the bidder's ability to meet specifications, performance delivery capabilities, and price.
Both HHSC and the Department of State Health Services are entitled to utilize any resulting contract. Bidders may submit responses via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive to the PCS office at 1100 W. 49th Street, Austin, Texas. Standard HHS affirmations and uniform terms and conditions apply, including E-Verify requirements, conflict of interest certifications, human trafficking prohibitions, cybersecurity training, and various Texas-specific statutory compliance obligations.
