About this opportunity
The State of Idaho Department of Administration, Division of Purchasing, is requesting proposals for medical supplies, consumables, and equipment through the NASPO ValuePoint cooperative purchasing program (RFP 1433), with proposals due November 9, 2026 at 5:00 p.m. Mountain Time and a pre-proposal conference scheduled for October 7, 2026 at 11:30 a.m. Mountain Time via video conference. This is a multistate master agreement vehicle available to all 50 states, U.S. territories, political subdivisions, federally recognized tribes, K–12 schools, higher education institutions, quasi-governmental entities, and eligible nonprofits.
Offerors may propose for Category 1 (Consumables and Supplies across 14 subcategories including apparel, wound care, and diagnostic materials, 100 line items), Category 2 (Equipment and Devices across 14 subcategories including ambulatory, anesthesia, cardiology, and sterilization equipment, 20 line items), or both. Category 3 (Support and Maintenance) is awarded only to vendors receiving Category 2 awards and applies exclusively to equipment procured under the contract after manufacturer warranty expiration. All products must be new, unused, FDA-compliant current production models.
Contractors must maintain a toll-free ordering line with maximum three-minute wait times and customer service availability Monday through Friday, 8 a.m. to 8 p.m. EST; accept orders via email and Internet-based website with search, ordering, and tracking functionality; deliver Category 2 equipment within 45 days and all other items within 7 days (FOB Destination, prepaid); maintain a minimum 95 percent order fill rate; offer emergency, same-day, and next-day delivery; accept VISA and MasterCard procurement cards; provide quarterly price lists and 24-hour recall notification; and integrate into the NASPO ValuePoint eMarketPlace within 30 days of written request. Pricing discounts must remain firm or increase only; price increases require 30 days' notice and annual maximum limit.
The initial contract term is one year with options to renew for up to seven additional one-year periods (maximum eight years). Contractors must pay NASPO ValuePoint an administrative fee of 0.4 percent of invoiced sales (0.33 percent if fully compliant with reporting) quarterly within 60 days of quarter-end and maintain commercial general liability insurance of at least $1 million per occurrence and $2 million general aggregate.
Technical evaluation (500 points per category) covers Organization, Staffing, and Experience (200 points), Scope of Work (100 points), Warranty, Customer Service & Technology (100 points), and Cooperative Contracting Ability (100 points). Proposals achieving fewer than 300 normalized technical points are rejected. Cost evaluation (500 points) awards the highest average percentage discount the full score; remaining proposals receive proportional points. Multiple awards are anticipated at the Lead State's discretion. Questions are due October 14, 2026 at 11:59:59 p.m. Mountain Time. Proposals must be submitted electronically through IPRO eProcurement in Microsoft Word or Excel format (except financial documents or brochures in alternate formats only). Public bid opening follows at 10:30 a.m. Mountain Time the next business day via Microsoft Teams.
