About this file

This document comprises Questions and Responses for RFP 1433, a Medical Supplies, Consumables & Equipment solicitation issued by the State of Idaho Department of Administration, Division of Purchasing, through the NASPO ValuePoint cooperative purchasing program. The RFP solicits proposals for two main categories: Category 1 (Consumables and Supplies) with 14 subcategories and 100 line items, and Category 2 (Equipment and Devices) with 14 subcategories and 20 line items. Offerors may bid on one or both categories but must offer discounts for all subcategories within their chosen category. The pre-proposal conference was scheduled for October 7, 2026, at 11:30 a.m. Mountain Time via video conference, with questions due by October 14, 2026, at 11:59:59 p.m. Mountain Time and proposals due November 9, 2026, at 5:00 p.m. Mountain Time. The initial contract term is one year with options to renew for up to seven additional one-year periods. This is a multistate master agreement vehicle available to all 50 states, U.S. territories, political subdivisions, federally recognized tribes, K-12 schools, higher education institutions, quasi-governmental entities, and eligible nonprofits.

The Q&A document clarifies critical proposal requirements, including that all products must be new, unused, and FDA-compliant current production models; pricing must be based on discounts applied to list pricing rather than fixed unit prices or catalogs; and no product demonstrations or supplemental documentation will be evaluated. Contractors must maintain toll-free ordering with three-minute maximum wait times, website capabilities with search and ordering functionality, deliver Category 2 equipment within 45 days and other items within 7 days (FOB Destination, prepaid), maintain 95 percent order fill rates, and accept emergency and next-day delivery requests. There are no country-of-origin restrictions, and contractors may fulfill orders nationwide from any warehouse. Pricing discounts must remain firm or increase only with 30 days' notice and annual maximum limits. Contractors must pay NASPO ValuePoint an administrative fee of 0.4 percent of invoiced sales quarterly and maintain commercial general liability insurance of at least $1 million per occurrence and $2 million general aggregate. Multiple awards are anticipated at the Lead State's discretion, with technical evaluation weighted at 500 points per category and cost evaluation weighted at 500 points.
