About this file
This is an RFP evaluation plan document issued by the State of Idaho for Medical Supplies (RFP 1433), administered through NASPO ValuePoint as a multistate sourcing initiative. The solicitation encompasses three distinct categories: Category 1 (Consumables and Supplies), Category 2 (Equipment and Devices), and Category 3 (Support and Maintenance, awarded only to vendors receiving Category 2 awards). Offerors may propose solutions for one or both of Categories 1 and 2, with technical responses evaluated separately by category but combined with respective cost scores to determine final rankings. The evaluation process involves four sequential stages beginning with initial responsiveness review for completeness and required documentation, followed by mandatory minimum requirements compliance verification including submission of Form A (Background, Declarations, and Certifications).
Technical proposals are evaluated against four criteria—Organization, Staffing, and Experience (200 points), Scope of Work (100 points), Warranty, Customer Service & Technology (100 points), and Cooperative Contracting Ability (100 points)—for a total of 500 possible technical points. Raw technical scores are normalized using a proportional formula, with the highest-scoring proposal in each category receiving all 500 available points; proposals failing to achieve a minimum of 300 normalized technical points are rejected from further consideration. Cost evaluation follows only for qualifying proposals, with the highest total average percentage discount receiving 500 cost points and remaining proposals receiving proportional points. Awards are made to the lowest responsible bidder by category based on combined technical and cost scores, subject to NASPO ValuePoint approval and the State's discretion to make single or multiple awards per category or decline to award any category if determined not in the State's best interest.

RFP EVALUATION PLAN
Evaluation Overview
Offerors proposing solutions for both Category 1 (Consumables and Supplies) and Category 2 (Equipment and Devices) will be considered for an award separately for each Category. Any such Offeror's technical response in Attachment H must address both Categories. The Offeror's Attachment H will be evaluated and given a raw score, which will then be normalized as per Stage 3: Technical Criteria Evaluation. The normalized technical score rankings will be applied separately per Category and combined with the Category's cost evaluation score to result in the final score.
The Offerors will not receive any additional points for proposing pricing for both Categories 1 and 2.
Category 3 (Support and Maintenance) will be awarded to Offerors awarded in Category 2.
Stage 1: Initial Responsiveness Evaluation. Proposals will be reviewed for completeness and initial responsiveness. Proposals omitting required documents or responses may be rejected in accordance with Attachment A, RFP Terms and Conditions. Note: IDAPA 38.05.01.074.03 and 38.05.01.091.05 allow the designated State official to waive minor informalities as well as minor deviations.
Stage 2: Mandatory Minimum Requirements Evaluation. Complete and responsive proposals will be reviewed for compliance with the following Mandatory Minimum Requirements:
Criteria Evaluation Result Mandatory Submission Requirements Pass/fail Pass/Fail Submittal Form A – Background, Declarations, & Certifications Pass/fail Pass/Fail
Stage 2 Result: Pass/Fail
Proposals failing to meet or exceed all Mandatory Minimum Requirements may be rejected in accordance with Attachment A, RFP Terms and Conditions.

Offerors earning a minimum of 300 normalized Technical Points will move on to Stage 4. Proposals failing to meet the 300-point threshold will not move on to the cost evaluation or be considered for award.
Stage 4: Cost Evaluation. Cost Proposals will only be reviewed following completion of the Technical Proposal evaluations. Cost Proposals will only be evaluated for Offerors that meet the minimum technical score requirement detailed in Stage 3.
Points for the Category Discount evaluation will be normalized as follows: The Cost Proposal, with the highest Total Average % Discount for the Category Discounts in the applicable Category will receive all available Cost Points: 500 points. The remaining Proposals in that Category will be assigned a proportional amount of the available Cost Points using the formula:
500 X Highest Total Discount Percentage Highest Total Discount Being Evaluated
The Lead State reserves the right to assign a nominal value to “0” cost values if application of the formula results in an error, negative numbers, or an unreasonably skewed distribution of points.
Award Selection
Award will be made to the lowest responsible bidder(s), defined as the high point responsive responsible Offeror(s), by Category, in accordance with the Evaluation Method described above. The State may make awards for each Category, in accordance with Idaho Code section 67-9210, at its discretion; and may choose not to award one or more Categories, in the best interest of the Lead State, potential Participating Entities and Purchasing Entities.
Prior to announcement of awards and execution of Master Agreements, the Lead State will present an award recommendation to NASPO ValuePoint for approval of the proposed awards. The Lead State and Multistate Sourcing Team will then determine which proposals are most advantageous to the Lead State and potential Participating Entities and Purchasing Entities based on each Offeror’s total score, in descending order. Identification of a natural break in total scores will be used to establish the final list of awardees however the State reserves the right for consideration of the optimal number of Contractors required to successfully supply Deliverables to Participating Entities and Purchasing Entities.
Following approval of NASPO ValuePoint, Idaho will issue notices of intent to award contract(s) to the winning vendors.
