About this file
This is an amended participation information document for a Request for Proposals issued by the State of Idaho Department of Administration for medical supplies, consumables, and equipment through the NASPO ValuePoint cooperative purchasing program (RFP 1433). The solicitation is open to medical supplies and equipment across multiple categories, with proposals due November 9, 2026 at 5:00 p.m. Mountain Time. A pre-proposal conference is scheduled for October 7, 2026 at 11:30 a.m. Mountain Time via video conference, and questions are due October 14, 2026 at 11:59:59 p.m. Mountain Time. The resulting master agreement will be available to all 50 states, U.S. territories, political subdivisions, federally recognized tribes, K-12 schools, higher education institutions, quasi-governmental entities, and eligible nonprofits. The initial contract term is one year with options to renew for up to seven additional one-year periods, for a maximum of eight years total.
Nine interested states have reported estimated annual volumes totaling $32,065,000, including North Carolina ($14,000,000), Ohio ($11,000,000), Colorado ($3,900,000), Iowa ($2,500,000), Texas ($465,000), Vermont ($200,000), Hawaii, and South Dakota. Contractors are required to pay NASPO ValuePoint an administrative fee of 0.4 percent of invoiced sales quarterly within 60 days of quarter-end and maintain commercial general liability insurance of at least $1 million per occurrence and $2 million general aggregate. Technical evaluation will award up to 500 points per category based on organization and experience, scope of work, warranty and customer service capabilities, and cooperative contracting ability, with proposals receiving fewer than 300 normalized technical points rejected. Cost evaluation will award up to 500 points, with the highest average percentage discount receiving the full score. Multiple awards are anticipated at the Lead State's discretion. This is a new NASPO ValuePoint portfolio with no historical usage information available.

NASPO ValuePoint does not charge fees to Participating Entities or Purchasing Entities—including state departments, institutions, agencies, and political subdivisions, federally recognized tribes, and other eligible public and nonprofit entities in the 50 states, the District of Columbia, and U.S. territories—to use NASPO ValuePoint Master Agreements. Suppliers pay only a nominal administrative fee based on their total sales. By leveraging the collective volume of potential purchases nationwide, NASPO ValuePoint is able to offer customers the best value in cooperative contracting while giving suppliers the opportunity to reach multiple markets through a single solicitation.
Historical Usage No historical usage information is available due to this being a new NASPO ValuePoint portfolio.
