About this file

This Scope of Work document outlines the requirements for a Request for Proposals issued by the State of Idaho in collaboration with NASPO ValuePoint to establish Master Agreements for comprehensive medical supplies provision. The RFP seeks to develop contracts with qualified vendors to supply three categories of products: Category 1 (Consumables and Supplies), Category 2 (Equipment and Devices), and Category 3 (Support and Maintenance). The consumables category includes fourteen subcategories ranging from apparel and textiles to wound care supplies, while the equipment category encompasses fourteen subcategories including ambulatory equipment, anesthesia equipment, cardiology equipment, and sterilization equipment. Support and maintenance services apply exclusively to equipment procured under the contract and activate after manufacturer warranties expire. All supplies and equipment must be new, unused, current production models that are FDA compliant and free from defects. The Master Agreements will be extended to all fifty states and U.S. territories, including qualified public entities and nonprofits. Offerors must enter discounts for all subcategories in which they sell or market products; failure to enter pricing will disqualify them from selling in that subcategory if awarded.

Contractors must meet specific operational and pricing requirements including maintaining a toll-free ordering line with maximum three-minute wait times and customer service availability Monday through Friday, 8 a.m. to 8 p.m. EST, accepting orders via email, and maintaining an Internet-based ordering website with comprehensive functionality for searching, ordering, and tracking. Category 2 equipment must ship within forty-five days of order receipt, while all other items must deliver within seven days, with emergency, same-day, and next-day delivery available. Contractors must maintain a minimum ninety-five percent order fill rate and manage back-orders by providing substitutions approved in writing by the purchasing entity. All delivery is FOB Destination, prepaid and included in pricing, with special handling items clearly flagged. Pricing discounts must remain firm or increase throughout the contract term; contractors may request price increases no more than annually with thirty days' notice and must accept VISA and MasterCard procurement cards. Contractors must provide training at no additional cost, furnish price lists quarterly, and notify purchasing entities of product recalls within twenty-four hours.

4.10.5 Additional Manufacturer Discounts

For contract items, the Contractor agrees to allow any particular Participating Entity to accept additional discounts offered by a Manufacturer for whom the Contractor is a distributor, if those discounts will result in a lower net price to the Participating Entity. The Contractor agrees to furnish these items under the terms and conditions of the Contract, but at the lower net price as agreed by the Manufacturer and the Participating Entity.

4.11 Price Changes

4.11.1 Price decreases or discount increases are permitted and encouraged at any time. Price reductions announced by a manufacturer must be applied at the time of the announcement for the products that have not yet been delivered to the Participating Entities.
