About this opportunity
The California Military Department is issuing an Invitation for Bid (IFB) for comprehensive medical services at Sunburst Youth Academy located in Los Alamitos, California, serving approximately 228 at-risk youth cadets aged 16-18 during 18-week residential program cycles. The contractor shall provide one on-call physician, one part-time registered nurse, and one physician assistant to deliver preventive care, physical assessments, diagnostics, treatment, referrals, individualized health management plans, and health education services. Key performance objectives include completing initial health assessments for 95% of cadets within 48 hours of intake and maintaining zero unresolved licensure complaints. All personnel must hold current unrestricted California licenses with a minimum of five years of experience in adolescent or youth care and must pass background checks including FBI fingerprinting. The contract term runs from March 1, 2026, through February 28, 2027, with two optional one-year renewal periods at the State's discretion based on performance and funding availability. The evaluation criteria prioritize the lowest responsive bid from a qualified, responsible bidder after consideration of Small Business Preference where applicable. Questions must be submitted to Ash Erickson at Bids@cmd.ca.gov no later than 2:00 PM on January 23, 2026, sealed bids are due by 2:00 PM on January 30, 2026, and bid opening will occur the same day at 2:00 PM at the Office of the Adjutant General in Rancho Cordova, California. Site visits may be scheduled by contacting the project officer.
The Department of General Services has waived Disabled Veteran Business Enterprise (DVBE) requirements for this procurement; however, contractors are encouraged to utilize certified Small Business subcontractors without mandatory minimum participation percentages. The medical services contract requires bids on a single lump-sum basis inclusive of all contractor costs, with medical supplies budgeted not to exceed $14,000 annually or $7,000 per 18-week cycle. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability coverage of $1,000,000 per occurrence, and statutory workers' compensation coverage. The contract is contingent upon sufficient appropriations by the State Budget Act for each fiscal year, and the State retains the right to terminate the contract for convenience with 30 days' notice, for cause with a 15-day cure period, or without fault with 60 days' notice. No incumbent vendor information or existing infrastructure integration requirements are specified in the solicitation documentation.
