About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB) on July 8, 2022, to establish a Master Agreement for Medical Equipment Rental and Supplies serving all state agencies and political subdivisions throughout Kentucky, with Elliott County as the primary jurisdiction. The procurement seeks vendor pricing for a comprehensive range of medical equipment and supplies, including rental items such as pressure relief mattress systems, oxygen concentrators, pulse oximeters, CPAP and PAP machines, compressors, oxygen tanks, nebulizers, and suction machines, as well as purchased consumables including tubing, masks, cannulas, and related supplies. Vendors must submit detailed pricing on the provided bid sheet for daily, weekly, and monthly rental rates for all equipment items and unit prices for all purchased items. The evaluation will be conducted on a best value basis utilizing a 95-point price evaluation component and a 5-point delivery evaluation component, with the lowest-priced bid receiving maximum points and subsequent bids scored proportionally. Key deadlines include written questions due by July 13, 2022, Commonwealth responses provided by July 15, 2022, and bid closing on July 26, 2022, at 1:30 PM ET. The initial contract period runs from the award date through June 30, 2023, with optional renewal for four additional one-year periods subject to written approval and potential renegotiation of terms. All proposed pricing must remain valid for a minimum of sixty calendar days after the bid due date, and vendors must provide same-day equipment replacement for facilities without backup equipment and one-day replacement for facilities with backup equipment.
Kentucky resident bidder preferences and qualified bidder preferences apply per KRS 45A.494 and 200 KAR 5:410, giving certain in-state vendors preferential consideration in the award process. The vendor selected will bear all responsibility for equipment maintenance, filter changes, weekly oxygen cylinder replenishment, equipment inspections, and shipping costs as FOB destination freight prepaid and allowed. Price increases are prohibited during the first twelve months of the contract; thereafter, any increases require written justification based on industry-wide changes and must receive approval from the Office of Procurement Services. The Commonwealth reserves the right to cancel the contract with thirty days' notice and to reduce quantities based on actual agency needs during the contract term. All bidders must be registered in the Commonwealth eProcurement System and submit responses electronically, as paper bids are not acceptable. No incumbent vendors or budget values are specified in the solicitation documents.
