About this opportunity
The University of Maryland, Baltimore is requesting proposals for Medicaid and private insurance consultation services for school-based community providers participating in the Maryland Consortium on Coordinated Community Supports, with proposals due October 8, 2026. Maryland-based consultants are preferred. A question deadline of August 7, 2026 is listed in one document; the RFP itself states the question deadline as August 7, 2026 at 5:00 PM, and the proposal due date as October 8, 2026 at 5:00 PM via the eMaryland Marketplace Advantage (eMMA) system.
The consultant will provide technical assistance to approximately 170 service provider grantees (109 unique provider organizations) in Medicaid and private insurance credentialing, provider enrollment, billing optimization, and reimbursement guidance. Services include one-on-one meetings, group presentations, email support, billing documentation and coding fact sheets, claim denial troubleshooting, and monthly in-person meetings. Quarterly Consortium meetings in Annapolis and occasional in-person consultations across Maryland are required; most other meetings will be conducted virtually. The consultant will not have direct access to grantee electronic health records, practice management systems, or billing platforms but may request information during consultations via screensharing or document review.
Qualifying consultants must have five or more years of experience in Medicaid billing consultation for community-based providers, with school district health services or early intervention provider experience accepted only if it included non-school employed community partners. Vendors must submit a recent CPA-reviewed financial statement with their proposal. The contract term is one year beginning September 17, 2026, with no renewal options and a 90-day acceptance trial period during which the consultant must meet proposal specifications. Proposals must achieve a minimum technical score of 80 percent; technical merit is weighted more heavily than cost. Proposals must be submitted in separate technical and financial volumes through eMMA with no physical copies. A budget range has not been provided. No pre-proposal conference will be held.
