About this opportunity

The Texas Parks and Wildlife Department is requesting proposals for comprehensive media monitoring services under a blanket contract, with proposals due September 3, 2026 at 2:00 p.m. CT and questions due August 24, 2026 at 2:00 p.m. CT.

The service must deliver daily customizable analytics reports covering traditional outlets (print, broadcast television and radio), online news, wire services, trade publications, newsletters, blogs, and podcasts in English and Spanish across Texas audiences. Core deliverables include an online searchable news coverage database with 10 user seats, advertising value equivalent (AVE) and estimated reach metrics, real-time configurable alerts, crisis support, broadcast monitoring with audio and video clip retrieval, custom dashboards, and a minimum three-year historical archive compliant with Texas information security standards. Optional services include social listening, AI-assisted summarization, influencer identification, API access, and quarterly business reviews.

Respondents must demonstrate a minimum of five years of active participation in media monitoring services within the past five years with similar services in type and quantity, and must provide evidence of good financial standing. Required submittals include signed Execution of Proposal, completed Price Schedule, Company Profile, Key Personnel information, past project references from the past five years, and a sample analytics report.

The initial contract term runs from award through August 31, 2028, with renewal options for up to three additional one-year periods by mutual written agreement. The evaluation criteria weight price at 25 percent and qualifications, experience, capability, and references at 75 percent. TPWD reserves the right to award to a single or multiple contractors and may conduct discussions, request Best and Final Offers, or conduct oral presentations. Payment is made within 30 days of receipt of properly prepared invoices and accepted services. Price escalation at renewal periods uses appropriate U.S. government published indices set at the month of award; vendors must notify TPWD of any industry-wide price decreases and pass them through at the same ratio offered to other customers.
