About this opportunity
The Dearborn Housing Commission and City of Dearborn are requesting proposals for mechanical systems inspections, maintenance, and repairs at three federally owned senior apartment buildings, with proposals due September 22, 2026 and a mandatory pre-bid site visit on September 8, 2026 at 10:00 a.m. at Sisson Manor. This is HUD-funded work requiring compliance with Davis-Bacon prevailing wage rates and federal debarment provisions.
The scope covers three properties totaling 333 residential units: Kennedy Plaza (119 units), Townsend Towers (79 units), and Sisson Manor (135 units). Services include bi-weekly routine inspections and walkthroughs, 24/7/365 emergency response with a mandatory two-hour on-site arrival window, monthly planned preventative maintenance, annual in-unit residential radiator and heating inspections, and seasonal start-up, shut-down, and commissioning. All work orders, invoicing, and technical submissions flow through the Facility Coordinator.
Respondents must hold a current Michigan HVAC service contractor license and demonstrate five years of continuous operational experience performing commercial or multi-family residential maintenance, repair, and boiler service, plus three similar contracts of comparable size and scope within the last five years. Pricing is structured as a monthly site-wide preventative maintenance fee plus hourly labor rates and material markup for non-contractual work, all calculated against HUD-determined wage rates and Davis-Bacon prevailing wage rates (provided in Attachment 1).
The contract term is two years with two optional two-year renewals. Contractors must carry commercial general liability insurance of not less than $1 million per occurrence and $2 million aggregate, Michigan-compliant workers' compensation insurance, and automobile liability coverage of not less than $1 million combined single limit. Proposals must be submitted electronically to the Michigan Intergovernmental Trade Network (MITN) in PDF format with a maximum file size of 20 MB. Evaluation criteria are weighted equally at 25 points each for experience, qualifications, capacity to provide full scope, and cost. Questions are due September 15, 2026, by 12:00 p.m.
